As an industry expert in payroll and unemployment taxes, Kevin Cappock utilizes his 25 years of experience in providing Fortune 500 and Fortune 1000 Companies a second look at missed refunds due to mergers, acquisitions, or corporate restructurings. As a practice leader for KPMG and Director of Payroll and Unemployment Tax Practice for Ernst and Young, LLP, he began to see gaps and trends of missed opportunities that typical payroll companies overlooked due to complex payroll and unemployment tax laws or missed communication between payroll and accounting departments. Kevin recognized a need and capitalized on the opportunity to help companies seize lost funds by assembling a power hitting team of niche professionals; thus S.A.L.T. Payroll Consultants (S.A.L.T.) was born.

Success for S.A.L.T. has been indiscriminate across industries, securing refunds for their clients in excess of $150 million. Kevin has a Bachelor of Science degree in Accounting from Pennsylvania State University and is a member of the American Payroll Association and the Unemployment Business Association.

Jon Leslie

Chief Financial Officer

Jon joined S.A.L.T. in 2007 and has over 30 years experience in the private and public sector, including leveraged-buyout companies. Jon has served as Chief Financial Officer of Ward Leonard Electric Company and Circle Trust Company. Jon has held high-level financial positions with RJR Nabisco, Del Monte Inc., Avon Products and Chaps by Ralph Lauren (a division of Warnaco). He has also worked as a financial and business plan consultant.

Jon earned a Bachelor of Science degree from the University of Notre Dame and MBA in Finance from Indiana University

M. Robert Neuman

Senior Manager

Robert Neuman joined S.A.L.T. in 1995 and has over 25 years of experience in payroll and unemployment tax consulting. Prior to joining S.A.L.T., Robert was a Manager in Ernst and Young’s Payroll and Unemployment Tax Practice. Robert has also worked with several Big Four accounting firms in state and local taxes. He has worked with companies in virtually all industries to provide and implement payroll and tax planning strategies and has secured significant refunds for hundreds of companies.

Robert is a member of the Minnesota Bar and the Institute of Property Taxation. He has given numerous speeches for the National Business Institute and has published a number of articles concerning state and local tax issues in various professional publications.

Robert has an LL.M. from Emory University School of Law, a Juris Doctor from Hamline University School of Law, and a Bachelor of Arts degree from Lawrence University.

Robert Smith

Senior Manager

Robert Smith joined S.A.L.T. in 1995 and has over 30 years experience with private and public companies and in public accounting. Prior to joining S.A.L.T., Robert was a Senior Manager in KPMG LLP’s State and Local Tax practice, where he specialized in payroll taxes.

Robert is a CPA and a member of the American Institute of Certified Public Accountants. Robert has a Bachelor of Science Degree in Accounting from Elizabethtown College.

Richard Frissell

Senior Manager

Richard Frissell has spent his entire professional career with S.A.L.T., where he started as an intern. He expanded his payroll tax knowledge and has developed into one of the top senior managers at S.A.L.T. Currently, Rick works directly with clients and guides them through the analytical and recovery portions of their reviews.

Rick has a Bachelor of Arts degrees in Accounting and Business Administration from Flagler College.

Billy Graves


Billy Graves joined the S.A.L.T. team in 2013 and works directly with clients in the analytical and recovery process of their reviews. Prior to joining S.A.L.T., he spent several years as a bank examiner for the federal government, where he analyzed small to mid-size banks.

Billy has a Bachelor of Arts degree in Accounting and Business Administration from Flagler College and a Master’s degree in Business Administration from the University of South Florida. Billy is a member of the Alpha Chi National Honor Society.

Kara Keenan


Kara Keenan joined the S.A.L.T. team in 2007 and works directly with clients in the analytical and recovery process of their reviews. Prior to joining S.A.L.T., Kara worked in account management and has over a decade of client service experience.

Kara has a Bachelor’s of Science degree in Business Management from The University of South Florida and is a member of the Phi Sigma Theta National Honor Society.

Michelle Potter


Michelle Potter joined the S.A.L.T. team in 2018. Prior to joining S.A.L.T., she was a Senior Associate in Pricewaterhouse Cooper’s Assurance practice.

Michelle earned a Bachelor of Arts in Accounting and a Masters of Accounting from the University of Georgia’s Tull School of Accounting. Michelle is a CPA and a member of the institute of Certified Public Accountants.

Kaye Collins

Staff Auditor

Kaye joined S.A.L.T. in 2016 and has more than 20 years experience in banking at such institutions as Bank of America, Regions Bank, and Wells Fargo Bank. Kaye completed the Florida School of Banking, University of Florida, Gainesville and has a degree in Marketing from St. Petersburg College


Dave Waldman

Senior Manager

Dave Waldman has over 25 years of Sales and Marketing experience in various industries. Since joining the firm in 1998, he and his team have helped to recover over $125MM in payroll tax refunds for hundreds of Fortune 1000 firms.

Besides founding his own sales consulting firm, Dave has served as Vice President of Sales for various manufacturers in the chemical and maintenance supply industries in the New York, New Jersey, and Long Island markets.

Dave has a Bachelor of Science degree in Marketing and Management from SUNY Albany.

Fernando Archila

Account Executive

Fernando Archila joined S.A.L.T. Payroll Consultants in 2007 and his responsibilities at S.A.L.T. include senior level account management, market penetration initiatives and other sales activities.

Fernando brings over twenty-five years experience in sales, sales management, engineering and technology in senior level positions with technology and software firms. He also was Director of Information Technology for a division of NBC/GE.

Fernando holds various GE Management curriculums and certifications in technology, systems and Sales Training and Methodologies.

Andrew Sereysky

Account Executive

Andrew Sereysky has over 30 years experience in advertising, marketing and business development in various industries. Since joining the S.A.L.T. in 2012, he has had an immediate and successful impact in helping recover significant payroll tax refunds for S.A.L.T. clients.

Prior to S.A.L.T., Andrew held senior level sales and sales management positions in entertainment, new media and promotional media agencies contributing to corporate growth in both established as well as start-up companies.

Andrew has a Bachelor of Arts degree from Rutgers University.

Douglas M. Peterson

Account Executive

Doug joined the S.A.L.T. team in 2015. He brings with him over 15 years of nationwide marketing experience in tax consulting, including sales tax, franchise tax, cost segregation, unclaimed property recovery, and commercial property tax. Doug has helped companies of all sizes–up to Fortune 500 companies–to reduce their tax liabilities. Doug also has 22-years of experience in healthcare sales and sales management.

Doug received a Bachelor of Science in advertising from the University of Texas.
